This is NOT a bulb for a heat lamp. I checked with Sylvania; their response: "The referenced characterization is incorrect. The lamp actually redirects the heat generated by a typical PAR lamp back into the filament structure thereby producing a higher performance efficacy." This is an appropriate bulb for a recessed fixture.

My rating is meaningless, as I have not purchased it yet.

Update Oct 2013: Amazon has now corrected their description and no longer says it is a heat lamp. I have now used these bulbs for two years in 15 recessed fixtures that burn probably 6-8 hours/day. They provide beautifully bright, pleasing light. They are beginning to burn out now, consistent with their 3000 hour lifetime rating. They are expensive, but I find them worth the price.
