This two lamp T5 ballast from GE seems to have a good balance of features: rapid start (<0.7 seconds), low start temperature (-15C), low noise (A), high power factor (>0.9), decent ballast factor (0.95), parallel lamp operation, anti-striation. Instead of two lamps, this ballast can also operate a single lamp at reduced efficiency. Single lamp operation is a common failure mode for two lamp fluorescent lights.

This ballast will drive, at varying degrees of efficiency F35, F28, F21, and F14 lamps. As a general word of advice, if you want the longer F35 lamps, you may have to special order them. My local big home improvement retail warehouse does not stock F35 lamps.
